【摘 要】 中医药是中华民族优秀文化的重要组成部分，随着人民生活水平不断提高，健康理念不断加强，对中医药服务需求日益旺盛，急需继承和弘扬好中医药。信息化时代，中医电子病历档案已逐步成为中医药文化的重要承载，对其进行规范化管理，加强发掘利用至关重要。本文立足“健康云南”战略背景，结合实际，对云南省公立中医医院中医电子病历档案及其优势、管理中存在的问题进行分析，提出解决措施，以期促进中医医院电子病历管理规范化，为电子病历档案的开发利用奠定基础。

Abstract：Traditional Chinese medicine is an important part of the excellent culture of the Chinese nation. With the improvement of the people's living standard， the health concept is constantly strengthened， and the demand for Chinese medicine service is increasing. It is urgent to inherit and carry forward the traditional Chinese medicine. In the information age， the archives of the medical record of traditional Chinese medicine have gradually become an important bearing of the culture of traditional Chinese medicine. It is very important to standardize the management and strengthen the exploration and utilization of traditional Chinese medicine. Based on the strategic background of “healthy Yunnan” and combining practice， this paper analyzes the problems existing in the advantages and management of the electronic medical records in the public medicine hospital of Yunnan Province， and puts forward some solutions to promote the standardization of the management of electronic medical records in traditional Chinese medicine hospitals and lay the foundation for the development and utilization of electronic medical records.

沒有全民健康，就没有全民小康，按照习近平总书记在党的十九大报告上的重要指示和考察云南时提出的“三大定位”，立足实际，2017年8月，云南省委、省人民政府印发了《“健康云南2030”规划纲要》，对构建全方位健康云南跨越式发展机制，推进健康云南建设作出战略部署，要求发挥中医药独特优势，提供优质高效的医疗服务。中医电子病历档案作为中医医疗工作的数字化记录，包括中医望闻问切、辨证论治和患者的数字化信息，通过对其规范化管理并加以利用，可大大提升医院管理水平、医疗质量及服务水平，还可促进区域医疗数据中心的构建，推动中医医疗资源共享，深化医改，为人民群众带来福利。本文立足“健康云南”战略背景，结合实际，对云南省公立中医医院中医电子病历档案及其优势、管理中存在的问题进行分析，提出解决措施，以期促进中医医院电子病历管理规范化，为中医电子病历档案的开发利用提供条件。……
