【摘 要】随着社会经济的快速发展，国家的发展目标逐渐从经济、文化、教育等领域转移到了水利工程建设等领域，进而促进了相关部门对水利工程管理的重视。但是，令人遗憾的是，当前的水利工程管理中存在许多问题，在一定程度上阻碍了水利工程建设的发展，故相关部门急需采取有效的对策加以解决，进而加强对水利工程的管理与建设。

【Abstract】With the rapid development of social economy， the goal of national development has been gradually transferred from the fields of economy， culture and education to the field of water conservancy project construction and so on，which has promoted the attention of relevant departments to water conservancy project management. However， it is regrettable that there are many problems in the current water conservancy project management， which to some extent hindered the development of water conservancy project construction.Therefore， the relevant departments urgently need to take effective countermeasures to solve these problems， and then strengthen the management and construction of the water conservancy project.

1 引言

进入21世纪以来，随着社会生产力的提高以及科学技术水平的发展，国家越来越重视对水利工程的建设与开发，进而在旧有的基础上对水利工程的管理提出了新的要求，但是，由于受多种因素的影响与限制，导致当前水利工程管理中存在许多问题，并在一定程度上影响了水利工程的施工质量以及造成了一定的资金浪费，同时也在一定程度上给水利工程的后续建设与管理带来了一些不必要的矛盾，造成一定的环境污染、生态破坏和给民众的生活安全造成了一定的不良影响并产生一些不必要的麻烦。因此，需要相关部门针对水利工程管理中存在的问题采取有效的对策加以解决，进而促进水利工程管理的加强和水利工程的开发与建设。故本文着重围绕水利工程管理的必要性、水利工程的管理现状以及加强水利工程管理的相关对策三部分对水利工程管理中存在的问题与对策进行了深入的研究，希望通过此次研究能够对水利工程的管理有所帮助。……
