摘要： 新时期不断发展，社会建设的进程不断加快，对于国土资源的管理也要紧跟时代的变化，改进原有管理模式中存在的问题，并及时提出与时俱进的管理措施，积极促进我国国土资源管理事业稳定发展。因此，本文就从新时期我国基层国土资源管理中存在的问题进行分析，结合实际情况提出对应的解决措施。

Abstract： With the continuous development in new period and the accelerating process of social construction， the management of land and resources must also keep pace with changes in the times， improve the existing problems and promptly propose management measures that advance with the times， to actively promote the steady development of China's land and resources management. Therefore， this article analyzes the problems existing in China's grass-roots land and resources management in the new era， and proposes corresponding solutions to the actual situation.

0 引言

新时期不断发展，我国的经济也在不断增长，社会建设逐步完善，人们的生活质量有了很大程度的提升，我国在具体的发展过程中提出了“共建共享”的社会建设的目标。对于共建共享的和谐社会建设目标的推行必须要有各个部门以及全体人民共同努力去实现，建设和谐国土是我国和谐社会发展目标推进的重要内容，而且就现在来看，我国的基层国土资源事业发展的比较好，也可以说是取得了良好的成绩。随着新时期的不断推进，许多发展观念以及建设内容都有了很大的变化，但是基层国土资源事业的发展理念以及具体的管理相对比较落后，尤其是在具体的管理过程中措施不到位，无法解决新出现的问题，管理模式不够完善，致使许多问题出现。因此，对于这类问题必须要得到相关工作人员的重视，从根本上认识到存在的不足，结合新时期的发展提出对应的解决措施[1]。
