[摘 要]以乡村旅游扶贫要素架构和逻辑思考为基础，提出辽宁省可实行的乡村旅游扶贫保障是：强化村集体的经济实力，保障乡村旅游扶贫的核心组织力量；扶持乡村旅游事業家，保障乡村旅游扶贫的经济创造力和乡村收益力；实行多样、便捷的财政金融支持，保障乡村旅游扶贫资金的充足和持续；依法调控土地权益，保障乡村旅游扶贫的稳定性和高效益；政府远见引导和高效服务，保障乡村旅游扶贫长效与快速推进。

Abstract： Based on the framework of rural tourism poverty alleviation and logical thinking， this paper puts forward that the feasible rural tourism poverty alleviation guarantee in Liaoning Province is： to strengthen the economic strength of the village collective， to protect the core organizational strength of rural tourism to help the poor； to support rural tourism business， to protect the rural The economic creativity and rural profitability of tourism poverty alleviation； implementation of diverse and convenient financial and financial support to ensure the adequacy and sustainability of rural tourism poverty alleviation funds； legal regulation of land rights and interests to protect the stability and high efficiency of rural tourism in poverty alleviation； government vision guidance and Efficient service to ensure long-term poverty alleviation and rapid progress in rural tourism.

乡村旅游扶贫是扶贫的新方式，相关政策、措施能否切实贯彻落实是乡村旅游扶贫取得成效的关键。辽宁省从2015年开始，着力推进贫困村的乡村旅游扶贫工程，确定旅游扶贫目标，制定并实施乡村旅游与精准扶贫行动计划，制定乡村旅游扶贫开发规划，探索乡村旅游扶贫路径，确定开发乡村旅游扶贫项目等。

一、强化村集体的经济实力，保障乡村旅游扶贫的核心组织力量

（一）政府资助村集体，增加村集体在乡村旅游扶贫开发中的投资实力

政府资助村集体，增加村集体的资金来源，增加村集体在乡村旅游扶贫开发中的投资实力，获得较多的乡村旅游投资收益，间接帮助贫困户提升生活质量。政府把投资的停车场等基础设施的收益权下放至村集体，将扶贫资金给付到村集体，帮助村集体与旅游企业共同投资，作为旅……
