[摘 要]黑龙江省是国家重要的能源资源战略保障基地，资源型城市的发展在黑龙江省经济社会发展中占有极其重要地位。经过半个世纪的资源开采，资源面临枯竭，资源型城市经济社会的发展呈现衰退趋势。国家为支持资源型城市转型和发展，出台一系列政策。黑龙江省四个煤炭资源型城市抓住机遇，积极探索转型新路，经济社会发展焕发新的生机。

Abstract： Heilongjiang Province is an important national energy resource strategic support base， and the development of resource-based cities plays an extremely important role in the economic and social development of Heilongjiang Province. After half a century of resource exploitation， resources are exhausted， and the economic and social development of resource-based cities is in a downward trend. The state has introduced a series of policies to support the transformation and development of resource-based cities. The four coal resources-based cities in Heilongjiang province seize the opportunity to actively explore new roads for transformation and bring new vigor to economic and social development.

黑龙江省是国家重要的能源资源战略保障基地，资源型城市的发展在黑龙江省经济社会发展中占有极其重要地位。全省11个地级市，《全国资源型城市可持续发展规划（2013-2020年）》（国发〔2013〕45号）将黑龙江省的牡丹江、大庆、鸡西、伊春等9个城市，列入其中，黑龙江省80%以上的城市都属于资源型城市，其中鸡西、鹤岗、双鸭山、七台河四个是煤炭资源型城市。四座煤城都是开发早，开采时间久，为国家的战略发展做出突出贡献的老煤城。

国家对资源型城市的转型与发展给予了大力支持，出台了相关一系列政策，这些政策给资源型城市可持续发展带来一次又一次机遇的同时，也给资源型城市发展与转型提供了强有力的政策扶持、资金扶持、技术扶持等实质性的大力支持。

一、黑龙江省煤炭资源型城市转型发展已经成效

鸡西市经济总量由2011年的507.8亿元增加到2012年的582.3亿元，达到历史最高点，增长12.8%，三次产业产值均有明显提升。……
