[摘 要]21世纪海上丝绸之路战略的提出为福建与东盟的经贸合作注入了新的动力。本文以福建省与东盟海产品贸易为例，在研究而建与东盟经贸合作的一般状况后，笔者利用双边交易的数据分析了制约福建与东盟海产品贸易市场份额逐步提升、贸易顺差逐步扩大和市场集中且加工程度不高的特点，进而发现了影响福建-东盟海产品交易发展的四点主要因素，虽在强有力的政策支持下，福建与东盟间的海产品贸易发展迅速，但仍受海产品交易市场体系尚不健全、渔业龙头企业及大型水产基地、中介机构严重缺乏和双边海产品交易机构和渔民自身缺乏创新动力的不利因素影响，针对以上情况，本文提出了加快海产品贸易结构转型、完善与提升水产品交易中心建设、构建大数据信息平台、转型发展深加工种类、加入水产品追溯体系和引进先进理念和技术六条相关对策和建议，希望能够促进福建和东盟海产品贸易发展。

Abstract： The strategy of the 21st century maritime silk road has injected new impetus into the economic and trade cooperation between Fujian and ASEAN. This paper takes Fujian and ASEAN seafood trade as an example， after studying the general situation of economic and trade cooperation with ASEAN . Using the bilateral trade data，the characteristics of restricting the market share of Fujian and ASEAN marine products， the gradual expansion of the trade surplus， the concentration of the market and the poor processing degree were analyzed. Then the four main factors that affect the development of Fujian and ASEAN products trade are found.

一、引言

早在1996年，我國就成为了东盟的全面对话伙伴国，2010年，我国和东盟就已经建立了自由贸易区，这极大的降低了两地间贸易的成本费用，两地的经济增长明显加快，以2005-2016年间，中国福建与东盟的净出口贸易额为例，年均增长都超过了20%以上，截止到2016年，福建出口东盟的贸易总额已达近300亿美元，其中福建出口东盟国家额约有60-70亿美元①，达20%左右，东盟向福建出口101亿美元，占福建进口总额的15%左右。……
