[摘 要] 本文对50种中国英文科技期刊开展问卷调查，从期刊基本情况、期刊内容、出版平台、出版模式、期刊国际化发展策略等方面，比较全面地反映了中国英文科技期刊的办刊现状与办刊人心声，并对SCI期刊与非SCI期刊的办刊现状进行了对比分析。针对问卷调查反映出的英文科技期刊的发展瓶颈进行分析研究，提出国际化办刊的若干对策建议。

[Abstract] Based on a survey of 50 journals， the paper reflects the current status of Chinas English scientific journals comprehensively and expresses the aspirations of journal editors from the perspectives of journal basic information， journal content， publishing platform， open access model and developing strategy of journal globalization. The survey also makes a comparative analysis between SCI journals and non-SCI journals on their running conditions. Focused on current obstacles revealed by the survey results， some proposals are suggested related to the global development of Chinas English scientific journals.

1 引 言

习近平总书记指出：“要加强优秀外文学术网站和学术期刊建设，扶持面向国外推介高水平研究成果”，号召“广大科技工作者要把论文写在祖国的大地上”。中国是世界第二大论文生产国，但国际高水平学术期刊被发达国家垄断。我国每年为国外期刊输出大量优秀论文，支付巨额版面费。因此，建设一批国际引领性学术期刊受到国家高度重视。2013年以来，中国科协联合六部委斥巨资实施两期“中国科技期刊国际影响力提升计划”，重点资助一批优秀英文科技期刊，英文科技期刊面临前所未有的发展机遇。

中国英文科技期刊规模不大，由于语言优势，成为中国期刊面向世界“走出去”的主力军，也是中国期刊国际化发展的重中之重[1]。据中国科学技术信息研究所统计，2016年我国共有英文科技期刊307种，其中被SCI收录133种，占43.32% [2]。

为深入研究我国英文期刊办刊现状，倾听办刊人的观点与心声，探索符合中国国情的英文科技期刊办刊规律与国际化发展策略，本项目组依托国家社会科学基金项目，开展了“中国英文科技期刊现状问卷调查”。……
