【摘 要】人民美术印刷厂于2010年将印刷主业迁入亦庄开发区，市区内的老旧厂房面临改造和开发，为确保各项工作顺利完成，必须开展综合计划精细化管理。介绍了PDCA循环的基本内涵，进而将PDCA循环和文创园区综合计划有机结合，提出了基于PDCA循环的综合计划精细化管理体系，经历八年不断实践，人民美术印刷厂华丽转身为人民美术文化园（简称文创园区），以文化创意产业示范基地的新形象展现在世人面前。

【Abstract】The people's arts printing plant moved its main printing business to Yizhuang development zone in 2010， the old factory buildings in the urban area are facing renovation and development， in order to ensure the smooth completion of all the work， the fine management of comprehensive plan must be carried out. This paper introduces the basic connotation of PDCA cycle， and then organically combines PDCA cycle with the comprehensive plan of Wenchuang park， and puts forward the fine management system of comprehensive plan based on PDCA cycle. After eight years of continuous practice， the People's Arts Printing Plant has turned into the People's Arts Culture Park （ hereinafter referred to as

Wenchuang Park ）， displaying the new image of cultural and creative industry demonstration base in front of the world.

1 文创园区基于PDCA循环法综合计划精细化管理的必要性

1.1 文创园区概况

2010年人民美术印刷厂印刷主业迁到亦庄工业园区，已有50多年历史的人民美术印刷厂完成了向人民美术文化园的转型，确立了文化创意产业园区的定位。目前园区内共入驻文创企业20余家，分别从事文化传媒、展览展示、网络动漫设计、特色餐厅、胡同民宿等项目。

1.2 文创园区综合计划管理的特点

文创园区综合计划不同于一般的施工计划或生产计划，包含文创园区规划、建设、运营、管理，四个前后衔接却相对独立的主要方面。综合计划是文创园区管理的中心环节，如何将四大方面工作有机结合形成一个整体，做到各方面工作能够统筹安排、前后协调、有序推进、全部完成是计划管理的关键[1]。

1.3 PDCA循环法的基本內涵

PDCA循环最早由美国统计学家戴明提出，也称为“戴明循环”，基本内涵是开始工作之前要进行规划和计划，然后按照制定的计划执行，执行完毕后对计划执行情况进行检查、处理、总结、反馈，对于没有解决或新出现的问题，提交下一个PDCA循环中去解决，如此循环，不断迭代，螺旋上升。……
