【摘 要】随着经济的发展，内部控制越来越成为企业关注的焦点。论文根据化工企业特征和旭阳煤化工集团的具体现状，根据内部控制理论，运用内部控制分析的普遍思路和研究成果，从内部控制五要素的视角对化工企业的内部控制实施有效性的评价，获得对化工企业内部控制有效性中存在问题的相应的解决方法。

【Abstract】With the development of economy， internal control has increasingly become the focus of attention of enterprises. According to the characteristics of chemical enterprises and the actual situation of Xuyang Coal Chemical Industry Group， based on the internal control theory， and using the general ideas and research results of internal control analysis， this paper evaluates the effectiveness of the implementation of internal control in chemical enterprises from the perspective of five elements of internal control， and obtains the corresponding solutions to the problems existing in the effectiveness of internal control in chemical enterprises.

1 引言

20世纪90年代初，我国政府有关部门开始推动建设企业内部控制。2012年5月国资委和财政部发布了《关于加快构建中央企业内部控制体系有关事项的通知》，提出独自完成内部控制体系建设的中央企业，应着重关注有效性评价及其可持续性发展，把提升内部控制的健全性和有效性摆在重心的位置上。由此背景可见，想要健全化工企业内部控制体系，研究内部控制的改进方法是当务之急，也是提高内部控制运行效率的重心所在。

2 内部控制相关理论

内部控制，简称“内控”，即企业的内部控制活动。本文将内部控制定义为：内部控制由所有人员参与，以遵守国家法律法规为前提，为了保证企业良好运行而形成的一整套的具有控制职能的系统、方法、程序和措施，并将其规范化和系统化，使其成为一个完整的系统。内部控制要素由内部环境、风险评估、控制活动、信息与沟通、内部监督等五个部分组成。
