[摘 要]当前我国特色小镇发展建设存在衡量标准不一、评价体系不完善等问题。在借鉴总结国内成功案例的基础上，通过解读特色小镇的科学内涵，设计特色小镇规划建设衡量标准并构架我国特色小镇发展建设评价指标体系。采用对标法，以纳入青岛市“十三五”规划建设的夏庄生态农业特色小镇为案例进行实证分析，发现其存在的问题及不足，进而提出相应对策建议。

Evaluation on the development and construction of characteristic towns in China

—taking the construction of Xiazhuang ecological agriculture characteristic town of Qingdao as an example

Abstract：At present， there are some problems in the development and construction of special towns in China， such as different measurement standards and imperfect evaluation system. Based on the summary of domestic success stories， this paper designs the measurement standard and the evaluation index system of characteristic towns development and construction by interpreting the scientific connotation of the special town. By adopting the method of labeling to evaluate and analyze the ecological agriculture characteristic town Xiazhuang that is incorporated into Qingdaos The 13th Five-year Plan， its problems and shortcomings can be found， and then the corresponding countermeasures and suggestions will also be put forward.

一、引言

随着我国新型城镇化的不断发展，特色小镇建设引起各方面的关注。李强指出，特色小镇与市区相比，是相对独立的发展空间平台，并且拥有特色鲜明的产业定位、丰富的文化内涵及旅游休闲特性[1]。曾江、慈锋认为，特色小镇体现了新型城镇化发展模式，其建设理念把经济、政治、文化、社会和生态五方面融合在一起[2]。马斌认为，特色小镇不同于其他传统工业园区的发展模式，它是特色产业、地域特色文化、优美自然环境和良好配套设施的结合体[3]。陈建忠认为，特色小城镇建设的关键是如何构建产业的生态特征，产业生态化的关键是产业业态的创新[4]。徐黎源、颜传津认为，特色小镇的发展建设，重点是如何科学定位特色产业，其关键是如何依靠特色小镇完成从资源驱动向创新驱动的转化[5]。

目前学者围绕特色小镇的内涵以及特色小镇的发展建设做了大量的工作，然而关于特色小镇发展建设的衡量标准、评价维度及实证案例研究并不多见。……
