[摘 要]技术创新与营销创新是解决我国制造业发展的有效途径。按照投入、转化、产出三个阶段，分别研究技术创新与营销创新的作用机理，进而分析不同阶段中二者协同作用的演化机理并构建机理模型，揭示二者协同作用的内在规律。在此基础上，通过研读和检索国内外相关文献，总结技术创新与营销创新的影响因素，构建制造业技术创新与营销创新协同发展效率评价的指标体系，为制造业协同创新评价提供新思路，也为制定有效提高企业竞争力的对策提供理论依据。

On the construction of theoretical index system of synergistic evaluation of technological innovation and marketing innovation in manufacturing industry

Abstract：Technological innovation and marketing innovation is an effective way to solve the development of Chinas manufacturing industry. To study the mechanism of technological innovation and marketing innovation from the three stages of input， transformation and output respectively， and then to analyze their evolution mechanism of synergistic effect in different stages， and construct the mechanism model， so as to reveal the inherent law of synergy. On this basis， through the study and retrieval of some relevant literatures both at home and abroad， it sums up the influence factors of technological innovation and marketing innovation， constructs the theoretical evaluation index system for the collaborative development of technological innovation and marketing innovation in manufacturing industry， which not only provides new ideas for the evaluation of collaborative innovation in manufacturing industry， but also offers a theoretical basis for formulating the effective countermeasures to improve the competitiveness of enterprises.

一、引言

憑借要素优势及改革开放初期的优惠政策，我国制造业以高度开放的格局融入全球价值链分工体系，获取了可观的技术进步及产业升级效应。而2008年之后发达国家普遍实施的制造业回归战略，2010年以德国“工业4.0”为标志的智能化制造新时代的到来，我国经济新常态背景下要素结构及政策条件的变化，都使得我国制造业难以延续过于依赖要素投入和科技创新能力弱为特征的传统制造业发展模式。2015年，国务院批准《中国制造业发展纲要（2015—2015）》，提出坚持“创新驱动、质量为先、绿色发展、结构优化、人才为本”的基本方针；同年，国务院出台了《关于深化体制机制改革加快实施创新驱动发展战略的若干意见》《关于大力推进大众创业万众创新若干政策措施的意见》等文件，提出构建更加高效的技术创新；……
