[摘 要]从蓝色港湾、生态岛礁、环湾绿肺、智慧海洋和审慎填海等五个方面提出实施青岛市海岸地带空间治理重构的重点工程。从构建完善的生态环境公共政策体系、建立海洋产权交易服务平台、建立海岸地带区域性的协调组织及协调机制、完善海岸地带生态环境法律法规体系、制定严谨的功能分区和实施“科学规划工程”以及推进全民海洋意识教育政策等方面提出青岛市重构海岸地带空间治理体系的主要思路和途径。

Study on the spatial conflicts and its governance of Qingdao coastal zone

Abstract： This paper puts forward the key projects of implementing the spatial reconstruction of Qingdao coastal zone from five aspects： blue harbor， ecological island reef， ring bay green lung， Wisdom Sea and prudent reclamation. It also comes up with the main ideas and ways of reconstructing the space governance system in the coastal zone from many aspects， such as constructing the perfect public policy system of ecological environment， establishing the service platform for trading marine property rights， setting up the regional coordinate mechanism and organization in coastal regions， improving the system of ecological environment laws and regulations in coastal areas， developing a rigorous functional zoning， implementing the“scientific planning project”and promoting the policy of national marine awareness education， and etc.

一、引言

改革开放以来，我国已形成“利用两个市场、两种资源，实施大进大出、两头在海”的基本經济格局，海洋的重要地位更加凸显。随着社会经济的进一步发展，我国经济的海洋高依存度将不断延续与加大。海岸地带既是各大圈层的界面，也是人、陆、海交互作用最为频繁与显著的地区，因而是基于空间视角探索人类活动与环境变化耦合机制的重要载体。通过探讨全球变化下海岸地带空间冲突及其治理机制，可以较好地考察多种尺度下地球表层自然与人文过程、物质与能量交换过程，有利于更有效地处理全球生态变化引起的重大问题。

20世纪80年代，针对全球变化研究的国际地圈与生物圈计划（International Geosphere and Biosphere Program， IGBP）尤为关注陆海相互作用研究，其中人类活动对海岸带生态系统影响的研究被列为海岸地带陆—海相互作用研究计划（Land-Ocean Interactions in the Coastal Zone， LOICZ）的核心内容[1]。……
