摘 要 人才队伍建设是一流高校发展的根本，是一流学科拓展的基石，是我国当前“双一流”建设的核心因素及内生动力源泉。文章通过分析电子信息行业类高校师资队伍建设现状，围绕人才强校战略契机，指出人才总体数量不足、学缘结构相对单一、高端人才引育乏力、“双创”能力有待提升等问题，结合西安电子科技大学通信工程学院人才队伍建设工作经验，提出电子信息行业高校人才队伍建设的指导思想和建设举措。

Problems and Countermeasures of Talent Team Construction in

Electronic Information Industry

——Take School of Telecommunications Engineering， Xidian University as an example

Abstract Talent team construction is the fundamental development of first-class universities and it is the base of the first-class discipline development. It is also the core factor and the internal motivation of our countrys "Double Top University” policy.According to analyze the present situation of the faculty in electric and electronic universities and the “First class university talent team strategy”， this article points out that some universities are facing shortage of talents， single education related structure， weak in the introduction of high-end talents and lack the capability of innovation and entrepreneurial problems. On the basis of the experience of building talent team in school of communication engineering of Xidian university， the article indicates the guiding ideology and the construction measures of talent team construction in electric and electronic universities.

我国高等教育不断快速发展，已然进入改革的深水区，人才队伍建设在高校内涵式发展中起着夯基垒台的核心作用。当下各高校以“双一流”建设为契机，在人才建设方面对标对表、多措并举，从机制体制等四梁八柱的顶层设计入手，实行新型的人才管理模式和人事制度改革。结合电子信息行业类高校特点，对高校师资队伍建设面临的新常态进行深入分析，顺势而为、应势而动的探索人才队伍建设的新举措，是高校谋划长远发展亟待优化的工作。

1 高校人才队伍建设整体形势

国家历来重视人才队伍建设工作，近年来利好政策频出，为高校“广开进贤之路，广纳天下英才”营造了宽松氛围，提供了多維保障。

2008年，国家实施了海外高层次人才引进计划，即“千人计划”，引进并有重点地支持科学家和领军人才来我国创业。……
