摘 要：构建创新驱动与转型升级综合评价体系，是合理评价地方经济发展质量效益的重要方法之一。为了定量评价地方经济转型升级的完成度，在遵循科学性、系统性等原则的基础上，以鞍山为例，选取经济发展、创新驱动、民生福祉、生态文明4个一级指标，以及若干个二级指标，构建了创新驱动与地方经济转型升级的综合评价体系，可以用来监测鞍山经济转型升级的发展进程，衡量转型升级的发展成果，为地方经济转型升级的效果评价提供了一种可供借鉴的有效方法。

——A Case Study of Anshan

Abstract：One of the most important methods for assessing the quality and benefits of local economic development is to construct a comprehensive evaluation system，testing the effectiveness of innovation-driven strategies and the transformation and upgrading measures.With the city of Anshan as an example and based on scientific and systematic principles，the research team has constructed an overall comprehensive evaluation system consisting of a selection of 4 indicators of economic development，innovation-driven progressing，well-being of people and ecological civilization as well as a number of indicators from secondary standard index，in an effort to evaluate to what a quantitative degree the transformation and upgrading schedule has been facilitating local economy.Such an evaluation system can be applied to the monitoring of the transformation of Anshan economy and the measuring of the achievement of the local economic transformation，contributing a feasible case of assessing the effectiveness of economic transformation.

0 引 言目前，随着我国经济发展进入新常态，宏观经济环境日益紧张，区域竞争愈加严峻，因此，大力鼓励民众参与创新创业，进而实现以创新驱动战略推动地方经济可持续发展，已经成为各级政府经济管理部门的当务之急。在区域经济一体化进程中，积极进行经济转型升级、加快经济结构调整，才能有望寻求突破点，谋求新发展。目前关于创新驱动、转型升级的研究已经是一个受到极大关注的研究热点。关于创新驱动的研究，蒋玉涛等人深入讨论了创新驱动过程模型，建立了创新型区域评价指标体系[1]。魏亚平等则从城市的视角出发，分析了创新驱动要素评价体系的构建问题，并实证研究了北京上海等城市的具体情况[2]。关于转型升级发展评价指标的选取，樊正强等人从系统创新角度出发，运用“科技、政策、制度、管理”这4项指标进行转型评价[3]。……
