摘 要：本文针对福建煤矿企业的行业特点和从业人员总体素质状况，提出福建煤矿企业安全文化体系建设的思路，将PDCA循环模型引入到体系建设中，形成从煤矿安全文化体系建设目标的确立、体系建设的执行与开展，到构建评价体系评价煤矿安全文化建设情况、根据评价结果进行阶段改进的阶梯上升式安全文化体系，结合国家有关安全生产法律法规要求和煤矿企业安全生产工作实际需要以及部分煤矿企业安全文化体系建设取得经验，分述PDCA 4个阶段的具体做法，指导福建煤矿企业构建企业安全文化体系。在C（评价）环节，为了最大限度降低评价过程中人的主观因素影响，提出使用“基于熵权的灰色综合评价”的评价方法，并合理选择评价指标，确定评价体系构建流程，以保证安全文化体系具有内在的不断纠错和提升的功能。关键词：煤矿；安全文化体系；PDCA循环

The Application of PDCA Cycle to Establish a Safety

Culture System in Fujian Coal Mine Industry

Abstract：The aim of this paper is to use PDCA cycle to provide Fujian coal mine industry with the idea of building a safety culture system according to the characteristics of Fujian coal mine industry and the overall competency of employees.

The four steps in PDCA cycle，they are the goal establishment，development and execution，construction of the evaluation system to assess the performance，and step by step improvement with ladder-type according to the evaluation results.The system is the integration of national laws and regulations on safety，the actual needs of coal mine production and the experience gained from the establishment of culture system in coal mine industries，which will guide the coal mine enterprises in Fujian to establish a co-orporate safety culture system.

During the stage of check （evaluation），an evaluation method of “Gray Comprehensive Evaluation based on Entropy Weight” is used to minimize the impact of human subjective factors，and a reasonable selection of evaluation index and correct processes are made in order to ensure the safety culture system has the inherent continuous error correction and promotion function.

1 建立基于PDCA循環的福建煤矿企业安全文化体系
