摘 要：“丝绸之路经济带”战略是我国未来相当长时期内实现可持续发展最重要的战略之一。实施该战略迫切需要我们保持清醒的头脑，审时度势，从大处着眼，细处着手，正确处理和协调国内外各方的关系。国内各方要从国家战略高度理解丝绸之路经济带战略，政府在协调各方关系时，需要摆正市场制度与政府制度的关系，完善协调机构，兼顾各方利益，将长期目标与近期目标合理融合，避免各方抢资源、抢市场、恶性竞争等问题。对外围国家，要坚持互利共赢、共享发展的理念，创造跨国合作的共同基础，化异为同，实现各国战略对接，在正确义利观指导下，力所能及地承担起大国的各项责任，有条不紊地顺利推进丝绸之路经济带建设。

A Strategic Path to Achieving International Trade

in the Silk Road Economic Belt

Abstract：The strategy of Silk Road Economic Belt is one of the most important strategies for China to achieve sustainable development in the long term.The implementation of the strategy needs us to keep the clear head，observe the times and judge the occasion，from paying attention to the important points，starting the detail things，to correctly handle and coordinate the relationship between the domestic and foreign parties.Furthermore the domestic and foreign parties should understand The Silk Road Economic Belt from the height of a national strategic level， and the government need straighten the relationship between market system and government system，perfect the coordination of organizations，and give consideration to the interests of all parties in the coordination of the relationship between the parties.The government also needs to deeply cooperate the long-term goals and the short-term goals，avoiding some problems emerged like grabbing resources，grabbing the market，and vicious competition and other issues.On the peripheral parties，we should adhere to the principle of mutual benefit，shared development concept to create the common basis for transnational cooperation，and change the difference into the same to achieve the strategic docking of all countries.Under the guidance of the correct profit outlook，we should undertake the various kinds of responsibilities to make the Silk Road Economic Belt construction go smoothly.

“絲绸之路经济带”战略构想提出以来，国内各地纷纷响应，国际社会普遍关注。丝绸之路经济带的本质内容是在互利共赢和平发展理念的基础上实现贸易畅通，最终目标是推进贸易投资便利化，深化经济合作，形成欧亚大市场。几年来，为实现这一目标，多种合作、区域经贸融合发展、自由贸易区建设等问题成为讨论的热点，目前已经有69个国家和国际组织同中国签署了共建“一带一路”的合作协议，至少同20多个国家开展国际产能合作、与49个沿线国家签署了政府间科技合作协议。许多工作也在逐步落实中，有的合作项目已经产生了可观的经济和社会效益。……
