摘要 当前我国开展的农地改革主要是推进农村土地所有权、承包权、经营权三权分离改革，这有利于盘活农村土地资源，促进农业规模化经营，推进现代农业发展。该研究从亳州市农地改革情况出发，剖析改革中存在的问题，有针对性地提出完善性建议。

Reflections on the Reform of Rural Land System in Bozhou City

Abstract At present，the agricultural land reform in China is mainly to promote the rural land ownership， contracting rights， the right to operate separation of three powers，which is conducive to revitalize the rural land resources， promote the scale of agricultural management， promote the development of modern agriculture.Started from the situation of agricultural land reform in Bozhou City，I analyzed the existing problems in the reform，and put forward the proposal of perfectness.

农业是国民经济的基础，农村土地是农业生产最基本的要素，农村土地制度是土地问题的总根源，我国实行农村土地集体所有制，历经了农业生产互助合作、农业生产合作社、人民公社、家庭承包经营等渐进式改革，推动了农业发展。当前农村土地制度改革是指对拥有农村土地承包经营权的农户所承包土地进行确权登记，同时按照有偿自愿的原则推进土地经营权流转给其他农户和经济组织，实现农村土地集体所有权、家庭承包权和经营权三权分离。2013年中央一号文件提出：“健全农村土地承包经营权登记制度，强化对农村耕地、林地等各类土地承包经营权的物权保护。用5年时间基本完成农村土地承包经营权确权登记颁证工作”[1]。2014年中央决定在山东、四川、安徽3省开展整省土地承包经营权确权登记颁证试点工作。为了解农村土地制度改革情況，笔者对亳州市农村土地制度改革情况进行了调查。

1 亳州市农村土地制度改革基本情况

亳州市位于安徽省西北部，辖涡阳、蒙城、利辛3县和谯城区，土地面积8 374 km2，耕地面积近60万hm2，是全国著名的商品粮、商品油、商品棉、商品用材林生产基地，粮食总产量48亿kg，约占安徽省总量的1/7，是典型的农业大市。……
