摘 要：“一带一路”战略对对俄跨境电商来说是一个巨大的历史契机，也包含了对对俄跨境电商物流人才提出新的要求。在分析对俄农业贸易及跨境电商物流发展现状和企业用人需求情况的基础上，重点对循环发展的专业学科建设、校企共建产学研中心、提供广泛的社会服务平台、创新应用型人才评价机制四方面进行研究，探索新形势下对俄农业跨境电商物流人才培养基地的建设路径，旨在提升对俄农业跨境电商物流人才的综合能力和就业竞争力，进一步推动黑龙江省对俄农业跨境电商物流行业的蓬勃发展。

Abstract：“Belt and road initiative”strategy is a great historical opportunity for cross-border E-commerce with Russia， also puts forward the new request for the cross-border E-commerce logistics personnel with Russia. Based on the analysis of the status quo of agricultural trade development with Russia， the development of cross-border E-commerce logistics， and the enterprise employee demand， this paper focuses on the construction of professional disciplines of circular development， the industry-academia-research center based on university-enterprise cooperation， providing a wide range of social services platform， and the evaluation system of innovative applied talents. It explores the construction path of the logistics talent training base for agricultural cross-border E-commerce with Russia under the new situation. The purpose of this paper is to improve the comprehensive ability and employment competitiveness of the logistics talents of agricultural cross-border E-commerce with Russia， thus further promoting the development of the logistics industry in Heilongjiang province on agricultural cross-border E-commerce with Russia.

1 建立“互聯网+农业”对俄跨境电商物流人才培养基地的必要性

黑龙江省毗邻俄罗斯远东地区，拥有2 800多公里边境线和25个国家级口岸，同时黑龙江省农业资源丰富，粮食商品量居全国首位，大豆、亚麻、甜菜等在全国也拥有着不可替代的地位，是我国重要的农业基地，因此对俄农业合作优势突出。“一带一路”战略的提出为黑龙江省跨境电商以及对俄农业跨境电商物流的进一步发展提供了重大历史机遇。黑龙江省将抓住机遇，积极融入“一带一路”，将“一带一路”战略与黑龙江省跨境电商物流和黑龙江省农业结构的战略性调整相融合，这就为对俄农业跨境电商物流人才的供应提出了新的要求。
