摘 要：国内很多汽车企业的预算管理十分松散，在创造价值的同时，也使企业利润悄悄流失。本文以某汽车项目预算执行的管控为研究对象，分析了其面临的现状和存在的问题，主要体现在预算执行过程中没有相应的计划，缺乏专人跟踪，导致项目预算失控，资金预算执行率低，造成了企业资金的浪费。本文在深入分析后，对现有的业务预算申请、资金预算执行的流程进行了优化，提出了以资金计划为中心的预算管理模式，以资金预算跟踪表的形式对项目预算执行过程进行全方位跟踪管控，控制开支，提高了资金利用效率。最后，对新的预算管理模式进行实际验证，并实现系统线上运行，效果良好，为其他汽车项目的预算执行管理控制提供了一定的借鉴方法。

Abstract： The budget management in many domestic automobile enterprises is very loose. With the creation of value， they lose profit quietly at the same time. In this paper， the budget management of a car project is set as the research object. The paper analyzes the current situation and existing problems， which mainly reflect in the execution of the budget process without the corresponding plan， and lack of tracking. All the problems result in the out of control of project budget， low rate of budget implementation， and ultimately result in a waste of enterprises funds. After the in-depth analysis， the process of existing business budget， capital budget execution is optimized. The paper puts forward to the new budget management of fund plans， realizing the comprehensive tracking control of project budget execution process in the form of budget funds tracking table， improving the efficiency of the use of funds. Finally， the new budget management mode is verified actually， and the system is implemented on line operation， and good effect is gotten. The new budget management mode provides a certain reference method for other automobile enterprise projects.

在汽车行业进入薄利时代的今天，降低成本费用，是挽救企业利润的重要途径[1]。要控制好项目开发成本费用，就必须依靠预算，对项目预算执行过程进行严格控制，通过精细化管理降低隐性成本，优化流程，从而有效地全面降低企业运营成本[2]。
