摘要：智慧城市与新型城镇化建设是我国新常态形式下发展的必由之路，两者存在的密不可分的辩证统一关系。智慧城市与新型城镇化建设过程中遇到协调机制不健全、结构性调整难度较大、公共服务不到位、技术障碍与资金短缺、环境保护等突出问题。在中国经济进入新常态背景下，从统筹规划、经济转型升级、基础设施建设、信息化技术四个方面提出了推进智慧城市和新型城镇化建设具体应对措施。

Abstract： Wisdom city and new urbanization is the only way for the development of China under the new normal form， there is the inseparable dialectical unification relation between the two. The problems of the coordination mechanism is not sound， structural adjustment is difficult， public services are not perfect， the technical barriers and shortage funds and environmental protection are in the process of urbanization construction of wisdom city and new urbanization. Under the background of China's economy into the new normal， this paper puts forward the specific measures to promote the construction of wisdom city urbanization and new urbanization from four aspects of the overall planning， economic transformation and upgrading， the construction of infrastructure， information technology.

1 智慧城市与新型城镇化建设内涵

智慧城市指将数据挖掘、人工智能化管理、物联网等现代信息技术应用到城市规划、公共服务和城市建设中，通过政府、市民和企业等主体的参与，实现城市资源的优化配置，从而满足居民对公共管理、环境保护、公共安全等基本需求，实现城市环境、产业经济的高效、健康运行，促进城市的和谐发展。

新型城镇化是运用新型工业化、农业现代化、服务业现代化的治理手段建设城乡生态化、城市现代化、城市集群化，实现农村城镇化协调发展，走集约高效、环境美好、社会和谐、科学发展、城乡一体、大中小城市和小城镇协调发展、提高城乡居民生活品质的新型城镇化之路。

智慧城市建设不仅解决城镇化建设中能源紧缺、环境污染、城乡之间差距、生态恶化等问题，而且实现信息化、农业现代化、工业化与城镇化高度融合，加速传统产业的转型升级，提高城镇化的水平和人民的生活水平，加快经济转型发展，新型城镇化建设是智慧城市建设的内在需求。……
