摘要：改革开放以来，我国单项体育协会进行的实体化改革探索，还不是真正意义上的制度性的创新与变革，单项体育协会“虚置”的问题尚未得到根本解决，其应有的组织属性与实际运行严重背离，存在独立性被政府的从属性所替代、自治性被政府权威所替代、社会服务功能被政府职能所替代的问题。基于当前政府管理体制改革，建设现代体育治理体系的现实要求，立足于我国单项体育协会实体化改革的实际，研究建议转变政府职能，实行政社分离，完善监督机制，完善法律法规体系，加强单项体育协会自身建设，为当前改革单项体育协会提供路径参考。

Abstract：Since the reform and opening-up， the substantive exploration China has made on the reform of athletic sport associations is not the institutional innovation and change in its true sense. The problem that the associations have not performed practically with function fail to be solved， and its organizational attributes and actual operation are seriously deviated. The associations' independence is replaced by the belongingness to the government， its autonomy replaced by government authority， and social service by functions of the government. In terms of the requirements for the reform of government management system and the construction of modern sports management system， and based on the actual situation of Chinese sport associations， it is proposed that the associations be separated from the government， the supervision mechanism and legal system be improved， and the self-construction of sport associations be strengthened.

在过去的2015年，中国足球协会与国家体育总局的脱钩，开启了我国全国性单项体育协会新的一轮改革。全国单项体育协会自20世纪80年代以来，经历了“实体化”为主要方向和内容的改革和探索，形成了“运动项目管理中心+全国性单项体育协会”（即“中心+协会”）的体育组织模式，为我国体育事业发展提供了组织和制度保障。同时，我们也发现，随着我国经济体制、政府管理体制改革的不断深化，这一组织模式的局限性逐步显现出来，制约了协会作用的发挥，不利于我国体育管理。《中共中央关于全面深化改革若干重大问题的决定》提出，“正确处理政府和社会关系，加快实施政社分开，推进社会组织明确权责、依法自治、发挥作用”，要求“限期实现行业协会商会与行政机关真正脱钩”，这一决定为我国单项体育协会进一步深化改革确立了新的目标和任务。……
