摘要 在调研美国、瑞士等部分科技发达国家在科技项目管理方面的先进做法和成熟经验的基础上，结合我国科技项目管理实施现状，分析科技项目管理的立项阶段、实施阶段和结题验收阶段存在的问题，提出优化经费投入结构、加强项目管理培训、完善科技评价体系的建议，以期为我国科技项目管理部门完善项目管理工作提供借鉴。

Abstract Based on the advanced methods and mature experience of science and technology project management in Switzerland， the United States and other developed countries， problems in proposal stage， implementation stage and final project measurement stage were analyzed during technical project management according to the actual situation of China. Suggestions were put forward such as optimizing the investment input structure， strengthening the project management training， and improving the science and technology index system， so as to provide references for the project management work in science and technology project management department of China.

科技项目的成功实施对于增强国际竞争力、实现国家发展战略、提高科技水平、推动社会经济发展等具有重大意义[1]，而政府对科技项目进行有效的管理，对于科技项目作用的发挥具有重要现实意义。20世纪90年代以来，我国科技投入不断增加，数据统计表明：1990年全国研究开发（R&D）投入为125.3亿元，占GDP的0.68%；之后逐年增长，2013年增加到了11 846.6亿元，占GDP的2.01%[2]，23年间翻了近95倍（表1）。可见国家对科研项目投入的重视程度之高。随着科技投入的不断提高，科技项目也趋于复杂化和巨型化，使得科技项目的组织、管理难度加大，项目的集成化管理和过程的动态管理越发显得重要，因此，政府必须不断探索科学的科技项目管理办法，更好的发挥科技项目的作用。

科技项目管理的目的是使项目实行制度化和科学化的管理，以保证科技计划圆满完成，科技项目的管理方法随着现代管理科学发展和新形势的需要发生了很大变化，现代科技项目管理已经超越了传统的管理模式，向着更先进、更科学的方向发展。……
