论调水工程的公益性及其管理方式

摘要：调水工程的属性定位问题是确保工程能否顺利实施和良性运行的前提和根本性问题。我国水资源时空不均，调水工程在当前和今后一段时期内的区域水资源配置中发挥着至关重要的作用。因此，结合调水工程的基本特点及其国内外比较，论证调水工程的公益属性，并依据公益性定位提出相应的管理体制和制度建设范式，进而深入探索我国调水工程的管理方式是十分必要的。

Abstract：The attribution location is a prerequisite and fundamental issue of water diversion. Since china’s water resources has the characteristic of uneven temporal and spatial distribution, water diversion projects construction will play an essential role in regional water resources allocation at present and in the near future. Thus, it’s very necessary to explore water diversion projects’ construction & operation management style by verifying the public welfare attribute of water diversion projects, and putting forward the paradigm of water diversion projects’ management system and institution construction Combining with the elementary characteristic of water diversion projects and the comparison of domestic and overseas water diversion projects.

一、问题的提出

调水工程的属性定位是当今国际社会讨论的热点问题[1-4]。究竟以公益性为主导还是以经营性为主导，对调水工程的管理方式产生不同性质和不同程度的影响。我国水资源时空不均，与人口、资源和生产力布局不匹配，南方地区水资源量是北方的4倍[5]。为满足军事或漕运的需要，早在2500年前我国就开启了引调水的历史[6]，举世闻名的京杭大运河已成为世界文明史上的奇迹。但调水工程在我国的全面兴起始于新中国成立后，早期多以东南沿海和西北内陆的农业灌溉为主。……
