摘要现代高校担当着人才培养，社会服务和文化传承与创新的光荣使命。高校低碳节能工作是加快建设“和谐社会”、“绿色校园”的重要举措。当前高校以“数字化能源监测平台”为重心，积极推动能源管理的转型。该文总结高校能源监管平台建设的发展现状，探讨以能源管理为核心的体系建设要点，对创建“节约型校园”具有重要意义。

Exploring of Energy Monitoring Management System in University and College

AbstractModern university has the mission of talent cultivation， social services， cultural inheritance and innovation of glorious. The energy saving work is to speed up the construction of "harmonious society"， "green campus". Presently， with "digital energy monitoring platform" as the core in the university to promote the transformation of energy management. This paper summarized issus of the energy regulatory platform construction development， and discussed the key points of energy management system construction， which is great importance to create "a green campus".

当今社会能源供需矛盾显著，能源安全和气候变化的博弈日益突出，“绿色低碳，节能减排”已经成为世界性的课题[1]。全球范围内绿色经济、低碳技术正在悄然兴起，节能环保的新能源和新技术创新是各国抢占未来发展制高点的关键所在。因此，绿色低碳的技术和管理创新已成为当前经济发展的重要命题和挑战。

高校具有特殊的社会职能，在这场能源与安全的竞争中扮演着特殊的角色。高校作为人才的培养基地，在节能减排意识的培养，新能源和新技术的使用和推广方面具有不可取代的作用。近年来，伴随着我国高等教育的扩招，高校的学生人数、教职工人数、校园规模不断扩大，高校已经成为消耗能源的大户。当前，高校节能存在诸多问题，人工或者半自动化基础设施使得能源使用无法有效统计与跟踪，水电能源由学校统一买单[2]，基础设施和管理方法的不足使得能耗浪费现象严重，高校节能减排的技术和管理手段的更新和转型已势在必行。……
