[摘 要] 当今世界，随着经济全球化、一体化进程的不断加深，通信网络技术的不断革新和广泛使用，网络和电子商务已成为现代商业贸易模式的主要载体，并席卷全球的各个行业，国际电子商务结算方式已成为一股无法阻挡的历史潮流。本文立足于当前国际电子结算方式的现状及优缺点分析，对其在运营和交易过程中的风险进行归类，并提出行之有效的优化和管理措施。

Study on the Development Statusand Optimization of International E-commerce Settlement

Abstract：In today's world， with the deepening of economic globalizationand integration，and the innovation and the widespread use of information and communication network technology， network and e-commerce have become the main carriers of modern commerce and trade patterns， and swept all sectors of the world. International e-commerce settlement hasbecome an irresistible trend of history. This article is based on the analysis on the current status and the advantages and disadvantagesof international e-commercesettlement， its risks in operations and the transaction process are classified and effective optimization and management measures are proposed.

1 国际电子商务结算概述

1.1 国际电子商务结算

国际电子商务结算是在金融电子支付的基础上发展起来的。它主要依托网络和信息技术，具有实时性和零距离等典型特征，是电子商务中极为关键的组成部分。具体来说，国际电子商务结算以互联网技术为基础，以各类电子化产品为主要媒介和载体，通过计算机通信手段和电子信息的传递模式实现交易资金流通和支付，快捷、安全地完成国际化交易的过程[1]。

随着信息技术和网络技术在全球范围内的兴起与革新，越来越多的企业进入电子商务新时代，国际电子商务结算已成为配套世界范围内的电子商务活动的最主要方式之一。

1.2 国际电子商务结算的载体——第三方支付平台

所谓第三方支付，就是一些具备一定实力和信誉保障的第三方独立机构，通过与产品或服务所在国以及国外各大银行进行签约的方式，提供与银行支付结算系统相接的支付交易平台，从而实现资金转移和网上支付结算等功能。……
