摘要我国政府绩效管理中忽视了生态环境方面的问题，生态环境问题日益严重，背离了可持续发展的轨迹。我国政府开始重视生态问题，而绩效管理是政府改革的主要切入点。通过对生态文明视角下政府绩效管理的现状和问题及制约因素的分析，提出转变观念、绩效管理主体多元化等对策，为政府绩效管理的改革提供参考。

Analysis of Government Performance Management Model under the Ecological Civilization

AbstractChina's government performance management neglected ecological environmental problems， ecological environment problem is increasingly serious， departing from the sustainable development track. In recent years the Chinese government started to pay attention to ecological problems， and performance management is the main point of government reform， based on the analysis of present situation and problems and restrictive factors of the government performance management from the perspective of ecological civilization， puts forward changing the idea of performance management， diversification and so on， to provide reference for the reform of government performance management.

1 背景及现状

我国工业化和城市化发展迅速，我国正步入加速城市化的时期，伴随经济发展速度的加快，城市规模显著增长，城市空间结构发生巨大变化，而生态空间的破碎化也逐渐加剧，城市生态环境问题日益突出。我国频频爆发生态环境危机，已经对经济的进一步发展和民生的改善构成了重大威胁，并对全球生态环境产生了一定影响，以政府为主导建设生态文明的需要迫在眉睫。

政府绩效管理作为世界范围行政改革的一项重要措施，成为政府改革的主要切入点，是提高政府职能，改善政府在公众心目中形象的有效途径。长期以来，我国政府绩效管理中忽视了生态环境方面的问题，导致生态环境问题日益严重，我国部分地方政府为了追求经济的增长甚至不惜以牺牲环境和破坏生态资源为代价，背离了可持续发展的轨迹，片面侧重经济的增长，不惜以破坏环境与资源为代价，导致生态环境恶化、政府保护生态环境功能失灵，更有学者把当前我国政府普遍的政府绩效现状概括为“政府绩效悖论”。……
