摘要：介绍了韩国江陵市低碳绿色发展模式的背景和经验，重点对《江陵市低碳绿色示范城市发展规划》进行分析，阐述了江陵发展模式的核心内容及规划步骤、规划目标、实施策略、预期影响和政府行动纲领，最终通过总结韩国江陵市的发展经验，从而得出对我国发展低碳经济的三点启示。

Abstract：This article briefly describes the background and experience of the low-carbon green city development in Gangneung city, focusing on analysis of “development plan for pine city - Gangneung low-carbon green demonstration city” , expatiates the core content and planning steps of the the Gangneung mode, planning objectives and implementation strategies , expected impacts and Government Programme of Action , after summing up the experience of the development of South Korea Gangneung, finally gets three inspirations for the development of low-carbon economy in China.

1规划背景及概述

江陵市位于韩国东部海岸，是江原道的一个市。（图1）江陵市是首个由韩国中央政府指定的低碳绿色示范城市，城市建设目标中明确，到2016年减少80%的温室气体排放。2009年5月21日，韩国总统李明博听取“江陵市低碳绿色示范城市发展规划纲要”的报告，2010年3月31日，正式推出《江陵市低碳绿色示范城市发展规划》（简称《发展规划》）。该规划不仅保护当地的湿地、森林、水及海岸地区等生态资源，而且提供了符合经济发展需要的绿色增长的方法。

“江陵模式”是一个基于生态的良性循环，为城市废物、能源、供水、污水处理、生态环境、文化和交通等各方面提供低碳环保解决方案的模式。《发展规划》共包括愿景、目标、指标、战略方向和土地利用规划五大部分内容。在基本规划框架和原则的基础上，为每个发展规划配套制定用地层面的空间规划、气候变化应对规划以及经济复兴规划。规划期共分为三个阶段，短期规划至2012年，中期规划至2013年，长期规划至2016年，各时期规划配有相应的实施规划。……
