摘要：改革开放以来，我国城镇化进程历时三十余载，城镇人口快速增长，城镇数量不断增加，城镇规模日趋合理，城镇化建设成就显著。而这些成就的取得与政府不断完善的管理、科学合理的调控密切相关。我国政府在城镇群的规划布局、基础设施的建设完善、土地制度和户籍制度的改革创新、社会保障体系的完善落实等方面发挥了巨大作用，极大地推进了我国城镇化的进程。随着社会的发展，政府将更多地涉足科学技术、生态环境、社会文化等领域，在城镇化进程中发挥主导作用。

关键词：政府管理；城镇化；主导作用

Abstract：China's urbanization process has been more than 30 years after the reform and opening up. During this period, the rapid growth of urban population in China, the urban quantity increasing, increasingly reasonable urban scale, urbanization construction achievements significantly, and all these achievements and constantly improve the management, scientific and reasonable government regulation are closely related. Our government in the city cluster of the planning layout, infrastructure improvement, land system and the household registration system reform and innovation, the perfection of the social security system has played a huge role, greatly promote the urbanization of our country. Along with society's development and changes, the government will also be more involved in, such as science and technology, ecological environment, social, cultural and other fields. The government management always plays a leading role in the urbanization process.

城镇化是把以“三农”为主的落后乡村社会逐渐转变为现代城市社会的演变过程，具体包括农民向市民转变、农业向工业和服务业转变、农业用地向建筑和生态用地转变、农村向城镇转变等。2013年，中国城镇化率达到了53.73%，这表明中国大陆开始进入到以现代城市社会为主的新时代。由于我国社会发展建设脱胎于计划经济体制，在我国城镇化过程中，政府必然是推进城镇化的主体，占据着主导地位，发挥决定性的作用。

1政府推进城镇化的历史轨迹

改革开放前，“中国的城镇化发展经历了低速、波动、停滞的过程，城镇化水平只有约8.5%，城市非农业人口长期停滞在6000万—7000万人左右”，1978年党的十一届三中全会后中共中央果断地实行了改革开放的伟大决策，中国的城镇化建设逐步走上了稳定、快速的发展轨道。……
