摘 要：我国自加入世界贸易组织以来，对外服务贸易取得了可喜成就。文章在总结我国入世以来对外服务贸易主要成就的同时，也提出了对外服务贸易存在的主要问题，并立足世界贸易组织框架，提出中国今后对外服务贸易发展的对策构想。

Analysis of Chinas foreign service trade development status，

problems and Countermeasures since entering the WTO

Abstract：Since joining World Trade Organization， China has made gratifying achievements in foreign service trade. Based on the summary of the achievements in foreign service trade after chinas accession to WTO， this paper puts forward the main problems in foreign service trade and proposes strategies on Chinese foreign service trade in the future with regard to the framework of WTO.

一、问题的提出

我国于2001年12月11日正式加入世界贸易组织，成为第143个成员方。在世界贸易组织基本运行规则指引下，在世界贸易组织三十个协定，特别是《服务贸易总协定》的保障下，我国对外服务贸易取得了可喜成就。在对外服务贸易规模方面，2012年，我国服务贸易进出口总额为4 705.8亿美元，同比增长12.3%，占世界服务贸易总额的5.6%，跃居世界第三位，仅次于美国和德国。其中，出口为1 904.4亿美元，同比增长4.6%，居世界第五位；进口为2 801.4亿美元，同比增长18.2%，居世界第三位（见表1）。在对外服务贸易行业分布方面，2012年，旅游业居首位，进出口总额1 520.1亿美元，同比增长25.6%；运输业第二，进出口总额达1 247.7亿美元，同比增长7.5%；咨询业第三，为534.7亿美元；保险服务业第四，为239.3亿美元；专有权利使用费和特许费第五，为187.9亿美元；计算机和信息服务业第六，为182.9亿美元；建筑服务业第七，为158.7亿美元；广告宣传业第八，为75.2亿美元；……
