摘 要 双语教学是为了更好地适应全球经济与文化国际化发展的需求而开设的，是我国培养高素质复合型人才的一项宏观人力资源开发战略，同时也是高校教育事业现代化的一个重要标志。本文从双语教学的概念出发，针对双语教学实践过程中存在的问题，从学校、师资、教学三方面提出若干改进建议。

Abstract Bilingual education is set up in order to better adapt to the needs of the global economic and cultural development, is a macro human resource development strategy of cultivating high-quality compound talents, but also the college of education an important symbol of modernization. Departure from the concept of bilingual education, the problems in the process of bilingual teaching practice from schools, teachers, teaching a number of recommendations for improvement.

1 正确认识双语教学

所谓双语教学（Bilingual Teaching）就是使用两种不同语言进行学科教育的教学活动，通常是指使用母语进行部分学科教学，与此同时，用非母语进行部分或全部非语言学科教学的教学模式。其主要目的在于通过作为传递信息工具的两种语言教书育人、授业解惑，使学生在学习学科知识中平衡掌握并熟练运用这两种语言。双语教学强调的是非语言类学科中用外语进行教学，强调的是师生之间运用外语进行课堂学习的交流与互动。①从教学语言模式角度来看，“双语教育”（Bilingual Education）也可称之为“双语教学”，但双语教学与双语教育在某种意义上存在一定的差异。西古安和麦基(Siguan and Mackey 1987) 指出，“使用‘双语教育这个术语是指一个把两种语言作为教学媒体的教育体系。其中一种语言往往是外语但未必是学生的第一语言”，②它涉及的是整个教育体系，它的有效实施需要外部环境、政策、经济等宏观因素的合力作用。

我国双语教学的目的与加拿大、美国、澳大利亚等国家有所区别。……
