摘 要 进入21世纪，中国的高等教育基本上完成了“把结构更加合理、质量水平更高、效益更高的高等教育带到21世纪”这个任务。随着教育体制的深入，中国高等教育不仅在数量和规模上获得巨大发展，而且在质量和效益上得到显著提高。因此，对高校教师教学质量评价的研究就显得尤为重要。本文通过采用360度绩效考核法，实现了多主体、全方位的综合评价，弥补了以往评价的不足，完善了高校教师教学质量评价体系。

Abstract In the 21st century, the higher education of China is basically completed the task that higher education has a more rational structure, a higher level of quality and a more beneficial result. With the reformation of the educational system, not only in the terms of quantity and scale, but also in the terms of quality and efficiency, it has improved significantly. Therefore, it is particularly important to study the evaluation of teaching quality of teachers in colleges. Applying 360癋eedback, this paper makes a multi-agent comprehensive evaluation and improves the evaluation system of teaching quality of teachers in colleges.

在知识经济时代的今天，高等教育以前所未有的速度发展，从精英教育走向大众化阶段。世界各国也逐渐形成共识：高等教育是表征国家实力和社会总体发展水平的标志之一。而如何提高高校教师教学质量，已经成为当前高等教育发展的重中之重。

1 高校教师教学质量评价

1.1 高校教师教学质量评价的重要性

教师是履行教育教学职责的专业人员，高校教师更是肩负着培养专门人才，发展科技文化和开展社会服务等职责。高校教师教学质量评价是学校教学管理过程的重要环节，一方面，教师可以利用评价结果反思和改善自己的教学过程、教学效果；另一方面对学校的教学管理、贯彻国家教育方针也有着十分重要的作用和意义。

1.2 评价指标的设定

由于教师劳动具有复杂脑力劳动、极大的创造性和灵活性、鲜明的示范性、长期性和长效性等特点，所以高校教师要具备教师应有的专业素养，即本文所要研究的高校教师教学质量评价指标，主要包括：（1）专业知识。……
