摘要：乡村振兴的关键是产业兴旺，实现产业兴旺必须坚持走高质量发展道路。茶产业作为贵州乡村特色产业和重要经济支柱产业，虽然起步较晚，但近些年来发展迅猛，然而在规模壮大的同时也面临着茶种培育、科技支撑、产品质量、文化传承、人才发展等方面的问题。乡村振兴战略背景下，贵州茶产业发展重在提质增效，通过科技创新、产业升级、文化赋能和人才培养等措施，重点培育和推广黔茶系列品种，突破产业质量技术体系建立，坚持以人才为核心资源，以茶文化传承创新为动力，促进产业深度融合发展。

2017年，党的十九大报告正式提出“实施乡村振兴战略”。2019年《国务院关于促进乡村产业振兴的指导意见》强调：“产业兴旺是乡村振兴的重要基础，是解决农村一切问题的前提。”2022年，党的二十大报告进一步指出要“加快建设农业强国，扎实推动乡村产业、人才、文化、生态、组织振兴”全面推进乡村振兴。建设农业强国是一项长期而艰巨的历史任务，全面推进乡村振兴是新时代建设农业强国的重要任务，而产业振兴是乡村全面振兴的基础和关键所在。产业是乡村发展的基础，杨学成等指出，乡村发展已迈人全面提升的新时代，产业高质量发展对农村发展提出了更高的要求。2024年中央一号文件也指出要“提升乡村产业发展水平，强化农民增收举措”。乡村振兴战略的部分目标是需要通过乡村产业的发展来实现的，只有乡村产业实现了高质量发展，产业才会更兴旺，农民生活才会更富裕。……
