Abstract：Thispaperaimstoconductanin-depth studyontheevaluationsystemoffirst-classcoursesinaplicationorienteduniversities.Byanalyzingthediferencesincourseconstructionbetweenapplication-orienteduniversitiesandgeneral undergraduateinstitutions，andbasedonthenationalandJiangsuprovincialstandardsforfirst-classcourseconstructionan evaluationsystemcoveringthreedimensions，namelycoursefoundation，aplication-orientedcharacteristics，andcontinuous improvement，hasbenconstructed.Thespecificindicatorsundereachdimensionandtheirconotationsareelaboratedindetail， providingarelativelycomprehensive，scientific，andoperableevaluationframeworkfortheconstructionoffirst-classcoursesin application-orienteduniversities，whichisconducivetopromotingtheimprovementofcoursequalityandtherealiationoftalent cultivation goals in application-oriented universities.

在高等教育体系的多元化发展格局中，应用型高校肩负着独特的使命，其办学定位聚焦于培养适应生产、建设、管理、服务一线需求的高级应用型人才。这种与一般本科院校在人才培养目标定位上的显著差异，深刻影响着课程建设的理念、模式以及与之相适配的评价体系的构建。《教育部关于一流本科课程建设的实施意见》是国家层面关于一流课程建设的重要指导文件，对于理解国家一流课程建设的总体要求、建设目标、建设内容等具有关键意义，为各高校开展一流课程建设提供了宏观的政策指引和标准方向。而建立科学合理的评价体系，能够为一流课程建设提供明确的导向、有效的监督与持续改进的动力，是推动应用型高校课程建设高质量发展不可或缺的重要环节。近年来，随着国家对高等教育质量提升的高度重视，一流课程建设成为高等教育内涵式发展的关键举措，国家和江苏省层面出台了一系列相关政策与标准强调课程的高阶性、创新性和挑战度等核心要素。与此同时，江苏省积极响应并推进一流本科课程建设“双万计划”，在遵循国家总体要求的基础上，紧密结合地方经济社会发展特色与高校实际情况，进一步细化和补充了一流课程建设标准，这些国家与地方的标准为应用型高校一流课程建设评价体系的构建提供了坚实的依据与明确的方向指引，成为本研究深入探索的重要基石。……
