“农村订单定向医学生”政策是2010年由国家发改委、卫生部、教育部、财政部、人力资源社会保障部联合发布《关于印发开展农村订单定向医学生免费培养工作实施意见的通知》（发改社会[2010]1198号）中提出，政策重点是为乡镇卫生院及以下的医疗卫生机构培养从事全科医疗的卫生人才。农村订单定向医学生（以下简称“定向医学生”）在读大学前和当地卫健局签订定向合约，大学毕业后按照合约分配至当地乡镇卫生院、涉农街道社区卫生服务中心和村卫生室等基层医疗卫生机构工作。该政策实施以来，乡镇卫生院的执业医师和全科医师逐年增加，基层卫生队伍的素质和医疗服务能力逐年提高。该政策现已经实行了14年左右，政策执行效果已经显现，近些年来，有不少学者就该政策的执行效果相关问题进行了研究。本文运用政策工具一一政策靶点的三维分析框架对该政策执行效果相关问题的研究进行分类整理和归纳总结，期望能为今后该政策的研究提供有力参考。

1 研究方法

“农村订单定向医学生”政策执行效果的研究，是讨论该政策执行的效果如何，与政策目标相对比优点缺点如何，并提出相关建议的研究。本文将该政策执行效果的相关研究分为3大类问题，分别为定向医学生对自己的专业、职业认同的问题，定向医学生培养成效相关的问题，定向医学生基层留任意愿相关的问题（这3大类问题以下简称“专业、职业认同\"“成效相关\"“基层留任意愿相关\"）。……
