摘 要： 体育与卫生融合是为广大人民群众提供公共健康服务的重要举措。为探究“体卫融合”的驱动机理，基于协同治理理论，以“国家—政府—社会—市场”四要素为主线，研究我国“体卫融合”的多重逻辑。研究认为：以助力“健康中國”建设为靶向的目标逻辑、以满足国家层面健康治理问题为导向的动因逻辑、以全方位全生命周期健康服务为引领的实践逻辑，构成“体卫融合”的形成逻辑；国家顶层设计的政策支撑、政府中观引领的纾解方略、社会微观执行的实践保障、市场利益驱动的内生动能，构成“体卫融合”的结构逻辑。提出：应在国家治理的顶层设计中融入地方实践的差异性、在政府治理的中观引领中体现交叉融合的互动性、在社会治理的微观执行中增强多元主体的积极性、在市场治理的利益驱动中完善体制机制的有效性等进路逻辑，加快推进“体卫融合”。

Multiple Logical Research on the Coordinated Governance of Sports and Health Integration in China

Abstract： The integration of sports and health is an important measure to provide public health services for people. In order to explore the driving mechanism of sports and health integration， based on the theory of collaborative governance and taking the four elements of "state， government， society and market" as the logical main line， the research is carried out on the integration of sports and health in China. The research shows that the formation logic of the integration of sports and health is constituted by the goal logic of helping build a "healthy China"， the motivation logic oriented to meeting national health governance issues， and the practice logic of comprehensive and full-life cycle health services. The policy support of national top-level design， the relieve strategy of government medium guidance， the practical guarantee of social micro implementation and the endogenous kinetic energy driven by market interests  constitute the structural logic of the integration of sports and health. This paper put forward that the governance of

sports and health integration under multiple logic should integrate the difference of local practice into the top-level design of national governance， reflect the interaction of cross integration in the medium guidance of government governance， enhance the enthusiasm of multiple subjects in the micro drive of social governance， and improve the effectiveness of system and mechanism in the interest driven market governance， accelerate the "integration of sports and health".

“体卫融合”是推进“健康中国”建设和国家健康治理体系与治理能力现代化的重大战略部署。2021年3月，《中华人民共和国国民经济和社会发展第十四个五年规划和2035年远景目标纲要》明确规定“相关部门必须广泛开展全民健身运动，深化‘体卫融合，为人民提供全方位全生命周期健康服务” ［1］。可见，以服务国家重大战略部署为导向的“体卫融合”被赋予了重要的理论及实践意义。……
