摘 要： 社区体育整体性治理是新时代基层体育治理的改革趋向与当务之需，是加速实现社区体育治理体系和治理能力现代化的重要方略。研究运用文献资料、逻辑推理等方法，从整体性治理理论与社区体育治理的契合性嵌入，洞悉社区体育整体性治理的内涵与新时代特征，阐释和剖析社区体育整体性治理的理念、机制与手段等碎片化问题，构建了以价值重塑、党建引领、共同体建构和数字革新为核心的社区体育整体性治理体系，提出了社区体育整体性治理的创新路径，即明确以人为本的治理理念，加快体育生活化建设；整合社区体育治理结构，创新协调社区体育资源；打造集理念、权责、机制、内容一体化的治理格局；赋能社区体育平台化、智慧化、场景化转型升级。

Logical Starting Point， Issues Examination and Dilemma Breakthrough of the Holistic Governance of Community Sports

Abstract： The holistic governance of community sports is the reform trend and urgent need of grassroots sports governance in the new era， and it is an important strategy to accelerate the modernization of community sports governance system and governance ability. The research uses literature， logical reasoning and other research methods， from the integration of the holistic governance theory and community sports governance， to understand the connotation and new era characteristics of the holistic governance of community sports， and to explain and analyze the fragmented issues of concept， mechanism and means of the holistic governance of community sports. This study constructs the holistic governance system of community sports focuses on value reconstruction， Party building leading， community construction and digital innovation. The research suggests that clear people-oriented governance concept， speed up the construction of sports life; integrate community sports governance structure， innovate and coordinate community sports resources; build a governance structure that integrates ideas， powers and responsibilities， mechanisms and content; enable the transformation and upgrading of community sports platform， intelligence and scene.

黨的二十大对社会治理体系建设提出了更高、更具体的要求，报告中明确提出：“健全共建共治共享的社会治理制度，提升社会治理效能”。牢牢树立以人民为中心的社会治理理念，打造社会治理共同体已成为深入推进国家治理体系和治理能力现代化的重要举措。审视体育治理，《体育发展“十四五”规划》强调重点推动基层体育治理，形成政府、市场、社会协同治理体育新格局，不断推进体育治理体系和治理能力现代化。社区是社会治理的基本单元，社区体育治理作为社会治理和体育治理的末梢环节与前沿阵地，是稳步推进基层社会治理的重要内容。……
