摘 要：探索北京冬残奥会结束后，高校如何利用北京冬残奥会的后期效应提升残疾学生的冰雪运动开展水平。北京冬残奥会的成功举办，为高校残疾学生冰雪运动的发展营造了良好的发展环境，强化了基础设施建设，成为推动残疾学生冰雪运动开展的新契机。目前，高校残疾学生冰雪运动的开展还存在基础设施投入较高与使用率较低、学生需求多样与供给单一和教育水平不足等问题。提出提高基础设施利用效率;联合校内外多部门，合力提高供给与服务水平;以体教融合为导向，提高残疾大学生冰雪运动教学能力等举措，助力高校残疾学生冰雪运动的可持续发展。

Research on the Development of Ice and Snow Sports of Disabled College Students Under the Background of Winter Paralympic Games

Abstract： In order to improve the development level of ice and snow sports for disabled students in Colleges and universities， this paper makes an in-depth discussion on the development of ice and snow sports for disabled students in Colleges and Universities under the background of the winter Paralympic Games by using the methods of literature， investigation and research. It is believed that the bid and holding of China's winter Paralympic Games create a good development environment for the development of ice and snow sports for disabled students in Colleges and universities， strengthen the construction of infrastructure and promote the development of ice and snow sports for disabled students. Carrying out ice and snow sports in Colleges and universities is of great significance to strengthen the cultivation of physical literacy， enhance self-reliance and promote the integration of sports and education. However， at present， there are still some problems in the development of ice and snow sports for disabled students in Colleges and universities， such as high basic investment and low utilization rate， diverse demand and single supply of students， rapid social development and insufficient educational ability. Therefore， some countermeasures are put forward， such as improving the integrated education inside and outside the class， combining multiple departments to improve the supply capacity and improve the education and teaching ability.

1 引言

残疾大学生冰雪运动是依据残疾大学生的身心特征，有目的、有计划开展的专门性冬季体育运动。冰雪运动作为残疾人参与体育教育的重要组成部分，让高校残疾大学生获得与健全大学生同等的冰雪运动权益，不仅是我国高等教育全面育人、深化人才培育、实现教育公平的重要目标，同时也是满足残疾大学生冰雪运动需求，彰显我国社会和谐发展的标志之一[1]。 自我国步入新的历史发展时期以来，不仅先后出台了《关于切实加强新时期残疾人群众体育工作的意见》《无障碍环境建设条例》等一系列政策，推动残疾人冰雪运动的开展;同时还通过对残疾人冰雪运动设施、器材和活动的建设，不断提升残疾人冰雪运动的供给能力和水平[2]。……
