摘  要：通过对高职城乡规划专业教学标准研制过程解读，分析城乡规划领域人才需求、行业变革、新技术发展、人才培养现状、初始就业岗位和工作任务与岗位能力要求，指出高职城乡规划人才培养存在的问题，提出标准研制重点解决问题，形成了涵盖人才培养的目标、内容、实施、保障四大核心要素组成的高职城乡规划专业教学标准，为专业、课程建设提供参考和依据。

Abstract： This paper analyzes the development process of teaching standards for urban and rural planning in higher vocational colleges， the demand for talents in the field of Urban and Rural Planning， industry reform， new technology development， current situation of talent training， initial employment positions， work tasks and post ability requirements. This study points out the problems existing in the professional training of Urban and Rural Planning in higher vocational colleges， puts forward the key problems to be solved in the development of standards， and forms the professional teaching standards of Urban and Rural Planning in higher vocational colleges， which are composed of four core elements including the goal， content， implementation and guarantee of talent training. This study provides reference and basis for the construction of specialty and curriculum.

《高等職业学校专业教学标准》是国家指导全国范围内职业教育专业建设、专业教学资源开发、专业教学的基础性教学文件。国务院颁布的《国家职业教育改革实施方案》（以下简称方案）更是明确强调了“发挥标准在职业教育质量提升中的基础性作用”，提出了“巩固和发展国务院教育行政部门联合行业制定国家教学标准，职业院校依据标准自主制订人才培养方案的工作格局”[1]等具体要求。方案一方面确定了国家教学标准作为上位标准的重要定位，明确了标准与人才培养方案二者关系，另一方面又指出了标准的具体开发路径。职业院校需要国家专业教学标准全面颁布出台，指导各专业建设，稳步提升复合型技术技能人才培养质量。

一、城乡规划专业教学标准研制的基本介绍

2017年，国务院教育行政部门委托全国住房和城乡建设职业教育教学指导委员会牵头成立专家研制组（以下简称住建行指委），分批启动新一轮土木建筑大类专业教学标准研制工作，现已颁布17个专业教学标准。……
