海上封锁是第一次世界大战期间英国对德国经济战政策的重要组成部分，而《伦敦宣言》被认为是当时规范海上封锁实践方面最权威的国际法规则。战时英国在背离《伦敦宣言》的过程中探索出了一条适合自身战略需求的海上封锁之路，从而削弱了德国从事长期战争的经济潜力，在战略上有力地配合了欧洲大陆战场的军事行动。
