摘  要：在新时代背景下，公共图书馆干部人事档案管理必须满足密、实、全的要求，为了提高干部人事档案的管理水平，公共图书馆必须强化内容建设，从质量方面严格把关，做好制度建设及完善工作，增强干部人事档案管理人员业务能力，加快进行干部人事档案信息化建设。而要想实现对档案的有效利用，还应进一步提升干部人事档案价值，准确分析与解构档案信息，充分利用信息数据库，这对于公共图书馆创新式发展的实现具有积极意义。

On the Management and Utilization of Public Library Personnel Files in the New Era

Abstract： Under the background of the new era， the management of cadre personnel files in public libraries must meet the requirements of secrecy， truth and completeness. In order to improve the management level of cadre personnel archives， the public library must strengthen the content construction， strictly check the quality， do a good job in system construction and perfection， enhance the professional ability of cadre personnel archives management personnel， speed up the information construction of cadre personnel archives. In order to realize the effective utilization of archives， we should further improve the value of cadre personnel archives， accurately analyze and deconstruct archives information， and make full use of information database， which is of positive significance to the realization of the innovative development of public libraries.

2018年11月，我國正式推行《干部人事档案工作条例》，自此掀开了新时代干部人事档案管理新的篇章。干部人事档案能够为干部的历史而又全面考察、了解以及正确选拔、使用提供重要参考依据[1]。新时代背景下，为了实现对中央从严管理干部精神的全面、有效贯彻及落实，干部人事档案管理及利用愈发受到国家机构与社会组织的重视。对于公共图书馆而言，干部人事档案能够为其干部人员的招聘、选拔、晋升及重用提供重要而又可靠的依据[2]。

1  新时代公共图书馆干部人事档案管理工作需满足的要求

1.1 干部人事档案的监管必须满足谨慎、机密的要求

公共图书馆干部人事档案对很多方面的情况均有记录，涉及了相关于公共图书馆自身的工作及重要事件，能够将干部的成绩以及错误等情况真实地反映出来。……
