摘 要：新常态下，随着社会经济放缓，汽车市场的逐渐饱和，汽车市场的竞争日益加剧。要想在激烈的市场竞争中存活下来并能够持续发展，必须提高企业产品的竞争力。成本领先是三种基本战略之一，但在国有汽车企业中，成本相对合资及民营企业往往处于劣势。人力资源成本在总体成本所占比重较大，是主要影响总体成本的主要因素。因此，企业要从自身出发，加强内部管理制度，合理的控制人力资源成本，实现国有汽车企业可持续性的发展。本文以国有汽车企业成本控制为主要研究对象，分析在新常态下其人力资源成本控制实施方法。

Discussion on Human Resource Cost Control of State-owned Automobile Enterprises under the New Normal

Abstract：Under the new normal state， with the slowdown of the social economy and the gradual saturation of the auto market， competition in the auto market is increasing. To survive the fierce market competition and sustainably development， the competitiveness of the company's products must be improved. Cost leadership is one of the three basic strategies， but in state-owned auto companies， costs are often at a disadvantage compared to joint ventures and private companies. The cost of human resources accounts for a large proportion of the overall cost and is the main factor that affects the overall cost. Therefore， enterprises must proceed from their own efforts， strengthen internal management systems， reasonably control human resource costs， and realize the sustainable development of state-owned automobile enterprises. This article takes the cost control of state-owned automobile enterprises as the main research object， and analyzes the implementation methods of human resource cost control under the new normal.

1 引言

在社會大环境的影响下，汽车行业的发展达到了相对饱和的状态。而且国内消费水平提升，国外汽车也进入到了我国汽车行业的竞争当中。因此，我国汽车行业所面临的挑战也在提升。国有汽车企业能否在市场竞争当中稳步前行，其内部人力资源成本控制占有很大的影响作用。因此，加强对人力资源成本的管理，协调好员工与企业之间的关系，保证内部的稳定，才能实现企业稳步发展。

2 新常态下国有汽车企业在人力资源成本控制存在的问题

2.1 人力资源成本较高

我国国有汽车行业不同于普通的民营汽车企业，民营汽车企业具有体制上的优势，对于人力资源成本的控制较为灵活，可以采用低价的方式占领汽车市场。国有企业企业从计划经济时代一路走来，在管理体制上有较深的时代印记，于人力资源成本控制力较弱。……
