摘 要：作为国家信息化的重要组成部分，档案信息化是一项涉及多主体的系统性工程，需要不同主体在各自职责范围内开展协同合作。通过对新《档案法》第五章的文本考察，文章认为：档案信息化建设统筹主体应当依法承担档案信息化的宏观规划、规范管理和重点任务部署等核心职责；档案信息化建设支持主体应当依法承担档案信息化建设的规划保障、职能保障和业务保障等核心职责；档案信息化建设业务主体应当依法承担档案信息化业务工作的实施与执行等核心职责。

Responsibility of Responsibility Subjects of Archives Information Construction

—Based on Chapter 5 "Archives Information Construction" of the Newly Revised Archives Law

Abstract：As an important part of national informatization， archives informatization is a systematic project involving multiple subjects， which requires different subjects to cooperate within their respective responsibilities. Through the investigation of the text of Chapter 5 of the newly revised archives law， it is considered that the overall planning body of archives informatization construction should undertake the core responsibilities of macro planning， standardized management and key task deployment of archives informatization according to law. The supporting body of archives informatization construction shall undertake the core responsibilities of planning guarantee， function guarantee and business guarantee of archives informatization construction according to law； The business body of archives informatization construction shall undertake the core responsibilities of the implementation and execution of archives informatization business according to law.

新《檔案法》第五章“档案信息化建设”以明确的法律条文规定了“国家”“各级人民政府”“国家档案主管部门”“档案馆”以及“机关、团体、企业事业单位和其他组织”五类责任主体在档案信息化建设中的法定职责，以实现对档案信息化建设中相关法律事务关系的调整。为了明确新《档案法》第五章中不同责任主体的职责定位，更好地促进档案信息化建设，本研究从客观实际出发将五类责任主体划分为档案信息化建设统筹主体、档案信息化建设支持主体和档案信息化建设业务主体。
