摘 要：“推动档案事业高质量发展，适应国家治理体系和治理能力现代化要求”是“十四五”时期档案事业发展的出发点与落脚点，“走向开放”是实现高质量发展的核心要义，也是必然要求。《“十四五”全国档案事业发展规划》从多主体协同共治、多方位交流合作、多层次联动共享与多方式输入输出四个方面，构筑了档案工作走向开放的行动框架。

Moving Towards Openness： the Only Way to Realize High Quality Development of Archival Enterprise

——Interpretation of the "The 14th Five-year Plan" for the National Archival Enterprise Development

Abstract： To promote the high-quality development of archival enterprise and adapt to the modernization requirements of national governance system and governance capacity" is the starting point and ultimate purpose of the development of archival cause during the "The 14th Five-year Plan" period. "Moving towards openness" is the core of high quality development， is also an inevitable requirement. The 14th five-year plan for the national archival enterprise development built an action frame for archival work to move towards openness from four aspects： multi-main body collaborative governance， multi-directional exchange and cooperation， multi-level linkage and sharing and multiway input and output.

2003年5月，时任浙江省委书记习近平在考察浙江省档案局（馆）时，作出档案工作要走向依法治理、走向开放、走向现代化的重要论述。“三个走向”是档案工作与档案事业发展的根本遵循与行动指南，也是推动档案事业高质量发展的引擎动力。2021年6月，中共中央办公厅、国务院办公厅印发《“十四五”全国档案事业发展规划》（以下简称《规划》），将“着力推动档案工作走向依法治理、走向开放、走向现代化”写入指导思想，并体现在各项具体任务之中，构建了推动档案事业高质量发展的未来图景。

“走向开放”内涵丰富，主要强调档案工作要走出自我循环的封闭轨道，建立起联通外部环境的渠道，形成全面立体开放的新态势，是实现档案事业高质量发展的必由之路。从系统论的角度来看，档案工作是一个由档案、档案工作者、档案机构、档案法规标准、档案设备装具等各种要素构成的复杂系统。档案工作走向开放，就是要打破封闭状态，使档案工作系統与外部环境之间保持良好的交互关系，与社会系统的其他子系统之间实现有效的交流与互动。……
