【摘    要】智障儿童教育一直是教育领域重点关注的问题，特别是党的十九大报告明确提出要让每一個儿童享有公平而有质量的教育后，让智障儿童享受高质量的教育便成为学界热议的问题。本文从智障儿童融合教育入手，在对融合教育存在的问题进行细化分析的基础上，提出了有效组织实施智障儿童融合教育的措施，希望能促进融合教育高效化推进，为智障儿童教育工作的开展提供良好的支持。

【Abstract】The education of children with intellectual disabilities has always been a key concern in the field of education， especially after the report of the 19th National Congress of the Communist Party of China clearly stated that every child should be given a fair and quality education， so that children with intellectual disabilities can enjoy high-quality education has become a hot topic in the academic circle. The problem. This article starts with the integrated education of children with intellectual disabilities， and on the basis of detailed analysis of the problems of integrated education， proposes measures to effectively organize and implement integrated education for children with intellectual disabilities，  hoping that it can promote the efficient advancement of inclusive education and provide good support for the development of education for children with intellectual disabilities.

融合教育是一种全新的教育思想，近几年在教育改革和推进教育公平的情况下逐渐被人们所认识和接受。融合教育具体而言就是让特殊儿童也能享受到与普通儿童同样的教育条件和教育服务，并处于与普通儿童相同的学习环境中;特殊教育能从文化、课程以及活动角度为智障儿童创造良好的学习和成长空间，维护特殊儿童的健康成长。在全面推进教育改革的过程中，基于智障儿童教育的现实需求，我们要致力于找寻智障儿童融合教育的措施，促进融合教育的规范化和有序化开展，提高融合教育综合发展水平。

一、智障儿童融合教育发展存在的问题

我们对智障儿童融合教育的组织实施情况进行分析，发现在实际开展融合教育的过程中，部分因素的制约和影响会对教育效果产生消极作用，不利于智障儿童融合教育的高质量推进，甚至会对教育质量的提升产生一定的冲击。……
