摘  要：在我国大力建设和发展自贸区以来，越来越多零售商选择落户自贸试验区，而因需求不确定及跨境物流的不确定等因素的影响，零售商也面临着需求不确定导致其库存成本增加的问题，这使得自贸区内的零售商缺乏市场竞争力，进而抑制自贸区的发展，文章通过考虑自贸区背景下零售商需求的不确定性，构建了零售商库存控制模型，最终确定最佳订货量和订货批量，对库存进行控制从而减少库存成本以提高零售商在市场中的竞争力，促进自贸区的发展。

Abstract： Since the construction and development of free trade zone in China， more and more retailers choose to settle in the pilot zone of free trade zone. Due to the uncertain demand and cross-border logistics， retailers are faced with the problem of increasing inventory cost caused by uncertain demand， which makes the retailers in the free trade zone lack of market competitiveness and further inhibits the development of free trade zone， in this paper， considering the uncertainty of retailer's demand under the background of free trade zone， the retailer's inventory control model is constructed， and the optimal order quantity and order quantity are determined to control the inventory， so as to reduce the inventory cost， improve the retailer's competitiveness in the market and promote the development of free trade zone.

0  引  言

自貿区建设是新时代背景下我国实施对外开放战略的重要内容，也是我国实行全面深化改革的重要举措。我国首个自贸区试验区于2013年在上海正式挂牌，自此我国如火如荼的自贸区试验区建设拉开了序幕。直至今日，我国自由贸易试验区的总数已增长到18个，形成了由南至北、从沿海到内陆的“1+3+7+1+6”雁阵式①对外开放新阵势和新格局[1]。

线下跨境零售业也随着自贸区的兴起而日益增多。自贸区内已有多家进口商品的直销中心，进口商品也受到消费者青睐而脱销[2]。零售商落户到自贸区后，在自贸区中建立保税仓库用于对进口商品进行保税，这一新模式不仅有利于物流行业的发展，同时也对物流行业的发展提出了新的要求。库存作为物流中的一个必须的环节，一方面，好的库存能够减少客户需求不确定和供应商供应不确定等因素造成的商品缺货;另一方面，未控制好库存会引起资金的积压和库存费用的增长，然后导致企业因资金链断裂影响企业的正常运营活动。……
