摘  要：在解决应急物流中心选址问题时，由于传统的选址模型更能体现选址地和分配路径的空间效率，DEA评价方法更能体现与选址地属性相关的投入产出效率，文章将传统的选址模型和DEA方法结合起来。首先用DEA方法评估各候选地点的相对效率，然后运用目标规划法将DEA确定的效率值作为一个目标整合到多目标决策的框架中，以确定最优的选址地点。通过调整不同目标的优先级和目标值可以生成一组更加灵活和符合实际情况的最优解，帮助制定应急物流中心的选址决策。

Abstract： In solving the problem of emergency logistics center location， the traditional location model can better reflect the spatial efficiency of the location site and distribution path， and the DEA evaluation method can better reflect the input-output efficiency related to the location attribute. And this paper combines the traditional location model with the DEA method. First， DEA method is used to evaluate the relative efficiency of each candidate location， and then the efficiency value determined by DEA is integrated into the framework of multi-objective decision-making model by goal programming to determine the optimal location. By adjusting the priority and target value of different objectives， a group of more flexible and practical optimal solutions can be generated to help make the location decision of emergency logistics center.

0  引  言

应急物流是指面对重大自然灾害、突发性公共卫生事件、公共安全事件、军事冲突等突发情况而开展的一项特殊物流活动，其目的是在较短时间内满足受灾地区对应急物资急速上升的较大需求。与一般物流活动不同，应急物流追求时间效益最大化和灾害损失最小化，具有弱经济性的特点。为了应对各种潜在的突发事件，提前对应急物流网络进行规划，建设应急物流中心是十分必要的。对应急物流中心布局的合理规划，能够保障灾害发生时应急物资可以得到及时有效的配送，实现社会资源的最大化利用。因此，研究应急物流中心的选址问题具有实际意义和应用价值。
