摘  要：随着我国经济增长由高速向高质量发展的转变，物流业高质量发展成为当下各方关注的焦点。文章以湖南物流业为研究对象，基于面板数据，构建了包括物流业结构、物流业发展创新、物流资源配置、物流业基础设施、物流业产品服务五大影响因素为指标的评价体系以及基于熵权法的综合评价模型，对湖南省各地市的物流高质量发展水平进行评价和聚类分析。研究发现湖南省现今物流高质量发展存在区域协调发展不平衡、物流业创新水平不高等问题，并结合存在的问题从促进物流产业区域协调发展、引进物流人才提高物流行业创新水平、继续完善物流基础设施建设三个方面提出相应建议。

Abstract： With the transformation of China's economic growth from high-speed growth to high-quality development， the high

-quality development of logistics industry has become the focus of all parties. Taking Hunan logistics industry as the research object， based on panel data， this paper constructs an evaluation system including five influencing factors of logistics industry structure， logistics industry development and innovation， logistics resource allocation， logistics industry infrastructure and logistics industry product service， and a comprehensive evaluation model based on entropy weight method is proposed， this paper evaluates and cluster analyzes the high quality development level of logistics in Hunan province. It is found that there are some problems in the high-quality development of logistics in Hunan province， such as unbalanced regional coordinated development and low innovation level of logistics industry. Combined with the existing problems， this paper puts forward corresponding suggestions from three aspects： promoting regional coordinated development of logistics industry， introducing logistics talents to improve innovation level of logistics industry， and continuing to improve logistics infrastructure construction.

習近平总书记在党的十九大报告中指出：“我国经济已由高速增长阶段转向高质量发展阶段”。这意味着中国当前乃至未来经济建设的主题是高质量发展。物流作为国民经济基础性、先导性产业，推动其高质量发展，是建设现代化经济体系、增强实体经济竞争力、实现物流业自身转型升级的迫切要求。那么，物流业高质量发展水平如何？如何度量，成为各方关注的焦点。

目前已经涌现出了一些关于物流高质量发展的研究成果。国外对物流业高质量发展的研究大都从国际物流的角度，对国家和地区物流业发展进行评价（Anderson & Villa，2015;Jie Liu，Chunhui Yuan，2018;Amrita Jhawar，S. K. Garg，2017）。……
