摘  要：集团公司开展区域性物资集中采购是一种新型的采购形式，以集团为整体将同区域内全部项目所需物资进行集中采购及管理，以达到采购物资集中化，需求数量规模化，采购成本降低化，企业优势突出化。文章利用文献分析法、问卷调查法及实例举证法等方法，分析了集团公司实行分散采购模式所存在的问题，在充分剖析开展区域性物资集中采购的实际意义及必要性的基础上，提出了构建集团公司开展区域性集中采购模式的基本思路及对策，能有效降低采购成本，提高经济效益。

Abstract： The centralized purchasing for regional material is a new form of procurement in group. All material demanded by the group in projects could be purchased and managed intensively considering the group as a whole. In this way， centralized goods procurement would acquire ecnomy of scale， reduce sourcing cost and highlight the advantage of enterprise. This paper aim at proposing basic methods and solutions in terms of regional centralised purchasing by a group so as to cut down the procurement cost and improve economent performance through literature review， questionnaire survey and example proof. For realising the aim， this paper analyzes the problems of decentralized procurement in group on the basis of analyzing significance and necessity of material regional centralized procurement.

集团公司以集团下设分子公司模式为主，各分子公司各自设立独立项目部进行承揽、管理、经营各自工程板块，同一区域通常存在同一集团下属几个分子公司多个项目，多个领域板块，各自分散经营管理的局面，造成物资管理相对独立，物资采购相对分散的局面，不能充分体现集团企业的规模优势。

区域性物资集中采购是一种新型的采购形式，即以集团作为采购主体将同区域内所有分子公司所属全部项目所需物资进行集中采购及管理，追求大宗物资100%进行集中化采购，以增加采购数量的批量规模，从而降低集团公司总采购成本，充分发挥集团企业优势。
