【摘  要】全面预算管理视角下的装备制造业内控体系的构建对强化企业内部管理、完善机制、提高企业管理效率、优化产业结构调整、增加管理效益、推进经济高质量发展具有积极的意义。论文结合全面预算管理概念的阐述、特征的分析，结合我国装备制造业目前内控体系构建的条件，对全面预算管理视角下的装备制造企业内控体系构建的方法进行探究。

【Abstract】The construction of the internal control system of equipment manufacturing industry from the perspective of comprehensive budget management has a positive significance for strengthening the internal management of enterprises， improving the mechanism， improving the efficiency of enterprise management， optimizing the adjustment of industrial structure， increasing the management benefits and promoting the high-quality development of economy. Combined with the concept of comprehensive budget management， the analysis of characteristics， combined with the current conditions of internal control system construction of China's equipment manufacturing industry， the paper explores the method of internal control system construction of equipment manufacturing enterprises from the perspective of comprehensive budget management.

1 引言

2021年是极其特殊的年份，既是“十四五”的开局之年，也是经济高质量发展、贯彻新理念、构建新格局的“排兵布阵”之年，又为决胜中华民族伟大复兴蓄力赋能，打好基础之年。4月26日，我国装备制造业第四届标准化与质量高峰论坛在制造业之都——山城重庆揭幕，9月份中国国际第20届装备制造业博览会要在东北工业基地——沈阳举办，在这大好形势下，为推进“中国造”在世界装备制造业中的地位稳中有升，必须通过科学管理水平的提升，增加装备制造企业的效益，为装备制造产业升级创造条件，全面预算管理是现代企业管理创新的成功经验和先进的管理理论，能够完善企业内部控制制度，有效地评估、预测企业内控的效果，促进企业监督与管理机制的健全和完善，创新企业机构，利于企业制定更加科学合理的激励机制，激发员工的首创精神，调动员工的工作积极性，推动企业经济效益最大化目标的如期实现。……
