摘 要：为深入贯彻国务院2018年11月23日印发《关于深化农业综合行政执法改革的指导意见》，进一步监测示范单位农业综合行政执法改革效果，对示范单位进行了实地调研，查阅相关文献，整合调研和文献资料，同时借鉴典型案例的亮点做法，从农业综合行政执法的组织领导、执法机构、支撑保障以及规范执法4个方面进行了探讨，对深化示范单位的农业综合行政执法改革具有引导与推动作用。

Research on the Reform of Agricultural Comprehensive Administrative Law Enforcement in Demonstration Units

Abstract： In order to thoroughly implement the guidance on deepening the reform of agricultural comprehensive administrative law enforcement issued by the State Council on November 23， 2018， and further monitor the effect of the reform of agricultural comprehensive administrative law enforcement in demonstration units，this paper conducted field research on demonstration units， referred to relevant literature， and integrated research and literature，discussed the organization and leadership of agricultural comprehensive administrative law enforcement， law enforcement agencies， support and guarantee， as well as standardizing law enforcement，at the same time，drew lessons from the highlights of typical cases， which played a guiding and promoting role in deepening the reform of agricultural comprehensive administrative law enforcement of demonstration units.

农业行政综合执法是依法治农的重要手段，具有法律赋予的重要职能和重要方式[1] 。农业工作离不开依法行政，其对农民合法权益、保障执法安全效能具有重要意义[2]。目前，学术界关于示范单位农业综合行政执法改革问题、对策以及典型案例亮点的研究尚有欠缺。对于农业综合行政执法改革方面的研究仅涉及农业综合行政执法体制研究[3-4]，研究内容多为基层县（区）级种子行政执法现状[5]、问题[6]以及一系列针对法律制度和行为提出的建议与对策[7]，以鲁天才等[9]为代表的学者研究了执法改革组织保障、机构设置、重视程度以及执法力量[8]。为此，笔者结合实际调研情况，研究示范单位的执法改革突出问题，提炼出可行性强的典型案例，并提出对策建议，推进农业综合行政执法改革。
